First things first grab a Doran's ring and an HP pot, this will give you some extra hp and survivability at the start. Next make sure you lane with a melee who has a taunt or stun or can take a lot of hits. Normally people hide in the grass on summoner's rift, have the melee dps or tank go in first and scout with you right on their heels. if you see an enemy quickly launch light binding and then hit them with ignite and an auto attack for your passive. If your partner has a stun for example amumu then they can stun after the bind wears off and you can assure the early kill. Now this only works if they're in the grass and they might get away, DO NOT CHASE YOU WILL MOST LIKELY DIE!!!
If you need health use your HP pot, but try to take as little damage as you can early on. If they aren't in the grass and are hugging tower then advance into their grass, if they're there then same process if not stand at the edge of their grass and wait for minion wave. Usually people will stay behind the minions, if they do and you can hit them with light binding then do it and the same process as previously stated can occure. If you get them but they get away stay in grass rinse and repeat. Best lane partner's I've found so far are Shen, Gangplank, Malphite, Amumu, and Blitzcrank.
When you have enough for your boots or are forced back to base then recall, grab your boots asap and start on your Rylai's if you can, if not you might want to grab some more HP pots. First of all you want the Blasting Wand, the early game AP and gank are going to carry you for a bit. When you get enough grab your Giant's Belt for the HP up. After that you can either get Amp tome or go right too Rylai's in full. Next start your Rod of Ages (RoA) with another Blasting wand, then Catalyst then the rod. Best way I found to play this build mid to late game is save your lazer and harass with Light binding and Lucid singularity into a team gank or a lazer. there will be times that Bind or Lucid will kill opponents this is fine, your an AP support carry any kills you get are excellent.
When on the run make sure that you try to combo bind and the slow on Lucid to get away from opponents and the increased HP will help with all around survivability. People now see Lux as kind of an after thought when it comes to team fights so you can actually harass tank a team if you're good enough and lead them around after you. I've gotten not only a lot of kills but also assists and a low death count because of it.
YOU ARE SUPPORT DON'T TRY TO GANK ALONE!!!! I've seen Luxs played where they tried to act as a ranged DPS it doesn't work at all. focus on support and killing your opponents in early lane play when HP is low to shut them down.
