You might be wondering what META means? well it basically means you get EVERYTHING, that's right, with this build you get almost all of your stats increased that are essential with Teemo.
for my runes i get armor pen, magic pen and some health so that he can do more damage beginning to mid game and be able to take more hits around mid game if they start to target him. Also if he doesn't get targeted then he can still kill the people easier and clean up after his team runs or dies, so it really helps him in almost all situations.
For my masteries i go 15-0-15 so that he picks up some more damage for both attack damage and ability power for the game.
With this build you get Health, attack damage, magic pen, magic resist, armor and some armor pen. The reason i use this build so often is because it gives the best for Teemo, it gives magic pen for his mushrooms, armor pen and attack damage for his auto attacks, and some resist and armor for more survivability so he can stay in team fights more often and kill more people before he takes to much damage and has to retreat, and be able sustain a lane longer in early to mid game so he can await a gank or sustain getting ganked.
Pros / Cons
Teemo is full of pros and cons for many reasons
Pros: against melee fighters Teemo shines, hes able to fend them off with almost no problem taking very minimal damage but still being to deal life threatening damage because of his blinding dart, it blinds the enemy dealing magical damage and melee attacks that target dose while blinded will always miss.
Cons: You have to remember that Teemo is still a squishy champion so if you middle against a mage you can't play as aggressive as you could against a champion for instance like a Caitlyn, against a mage such as Annie or Brand you have to wait for them to use their abilities before you go in for the kill.
With Teemo this route i usually start at level one with his passive e so that i can take more damage off at level one with each melee hit and so that even if they do get away without dieing they still took a lot of damage so they are either going to go back or they will probably die after minions have spawned and i allow them to push. the next ability i max is his blinding dart q because it always helps, even against mages, to be able to do some flat damage and also be able to negate the melee attack damage that they would have done. the last ability i max is move quick w because, even though move speed is useful, i would much rather have more damage output and be able to have their ad carrie do 0 damage with his melee attacks. Teemos ultimate Noxious trap r is extremely useful for many things, one is explained in the next chapter but there are still many others, for example, say you got into a bad spot you got ganked by their jungle and top, most champions would be screwed but Teemo could go into a bush that already had some mushrooms in and when they come in since they are slowed Teemo can flash past a wall plant another mushroom just in case they flash too, then e activates move quick and hes home free.
For over 90% of the champions i play i use flash, but i only use teleport on a few champions, the main reason i use teleport on Teemo is because he can teleport to his mushrooms so you could be at really low health and go back but have a mushroom placed in one of the side bushes in middle so if they are low also you could teleport in and kill them before they could run away.
