Lux You should win this matchup due to your early damage, however since she loses she will definitely call for help from the jungler to help get through the early stages. Be careful for this.

Summoner Spells

The spells I usually go for is more Ignite/Flash since I play more aggressive than most people, however if you'd want to play a bit more defensive you can go for Barrier/Flash or Exhaust/Flash, however if you like to play aggressive or are playing against a mage or low mobility champion, I would definitely recommend Ignite/Flash

Laning Before Level 6

During the beginning of laning phase you want to keep the harass up with your "E" as much as possible. You want to try to use the E on them, not the minion to start to guarantee that they get hit with the damage and gives a higher chance for the crow to bounce back to them. If its a mage mid-laner, you have the biggest advantage since you can get up close to them and use your Q-W on them while the crow is flying for the maximum amount of damage possible in a burst.

After Level 6

Post level 6, if your laner is either pushing the lane, or in the middle of the lane, you'd want to try to enter the lane through either the top or the bottom bushes, and use your crowstorm to engage, then immediately use your E-Q-W combo on them while in the crowstorm, and if they run from your crowstorm before it reaches them, definitely flash towards them to get your combo off before they can get away.
