Lets totally ignore Mordekaiser's passive ability, and let's just build him with a bunch of HP and attack damage.
Attack Damages doesnt fill up your shields better/faster.
Don't need that much HP if you focused on things like CDR and MagicPen.
Your build also lacks any Armor and Magic Resist which means your shields can stand up to nothing and your greenbar probably gets melted like a stick of butter in a nuclear holocaust.
Your mastery tree makes me weep. 9 combat and 21 defense is the way to go. 9 in combat gets you that all important magic penetration bonus (helps with filling your shields too) At least with your mastery build you should put that one point you have left over into Ghost instead of one point in combat where it really doesn't help you at all.
