This build hasn't been tested...I do not have the runes, or the IP, to make it complete. However, I'll post the idea I had for people to try and comment on. This Nunu is based on two things, movement speed, and DODGE! Check the stat sheet, 43.25% dodge/516.4 run speed/101.45 health regeneration. The runes are set around MARK - Attack Speed. Reason being...Nunu's Passive is a free skill every 7 swings. Take advantage of the passives. GLYPH - Cooldown Reduction/level (The reason you want to go Celerity over Focus is because 9.875 times out of 10 the game WILL get you to level 18. That gives .25% more CD per rune. Another plus...you can get 2 Celerity for the price of 1 Focus). SEAL - Dodge.. ..QUINTESCENCE - Dodge (This will give you 6.75% dodge right off the bat. Perfect!).
The way I see it, the more Dodge you have, the less health you need. Instead of having to stack Sunfires, which they will probably counter with Madred's, you can wait till late game to worry about Health. If they do get Madred's, this is where you want to switch the build to Randuin's Omen, and Frozen Heart. If they get intense damage, with Madred's, fourth item will be Thornmail, fifth item will be Randuin's Omen, sixth will be Frozen Heart. If they go high ability power, fourth item Banshee's Veil, and fill in the Magic Resist as needed.

A good thing to keep in mind, with Phantom Dancer, and the Mark's, you get 60% increased attack speed. This will keep you passive popping left and right, so you need less mana. This will also, if you buy Frozen Mallet, keep the enemy from running away.

P.S...Nunu's Blood boil adds another 65% attack speed (125% total), and another 15% run speed (with the added Ghost run speed, Nunu can pretty much be there fast when team is in trouble).
