As previous comments suggested, NEVER go over the 2.5 AS cap. As a rule of thumb, 2.0 already is quite a lot and enough; mostly teammates have some kind of buff that can put you over it.
To maximise damage, you are quite right to go for on hit effects, I like the Ionic Spark and I agree that it is a phantastic item on kog, however; keep in mind that your teams total damage output should be balanced Physical/Magical damage, or your opponents could easily counter you, and what use is an on hit kog, if the enemy starts stacking MR ?
I think overcomming resistances with Defense Penetration/Reduction is a huge part of any Carry champion and while you include Malady, Black Cleaver and Last Wisper you should explain how Defenses work and when to get them.
Since Zeke's Herald only gives you a mediocre amount of AS, I think you are better off letting your Support rush this and invest your money elsewhere.
