Id go with cooldown per level but aside from that this is what my build looks like. I like the double stack spell vamp with two different passive items Will of Acients and Hextech-Gunblade.

As stated at the top, this IS my first guide. It's an ongoing project, but I wanted to go ahead and publish the bare necessities of it so people can go ahead and start "fiddling" with it themselves. :) The advice is much appreciated, and I will begin formatting it soon. Note: I just made an edit in which I clarify the use of Surge; you don't absolutely NEED it, but it's helpful.

Formatted a good portion of it; I should be able to finish formatting it soon, and will add some more discussion in there about strategies. Thanks again for the help!
