I'm not sure whether you understand my problem, AS Runes are very weak 9*0,64=5,76 thats nothing for AS, MR/lvl would be better

Edit: It's not as easy as in the spotlight to junglefor people without the right runes, that's why you should make some suggestions for other summoner spells. I prefer flash and Exaust

Edit 2: If you're not a jungler Dorans shield is a nice starter item

have you tried it? his damage output is still pretty amazing even with those 2 items, not to mention nobody can escape you with hammer+fear.

this build makes him a offtank. You really only need either frozen mallet or randuins.
