This is a very short build description. I don't play any other Garen build. In my opinion, Garen should be played as a (semi-)tank. The only thing that limits Garen are his cooldowns. Therefore you should go for cooldown reduction (Brutalizer, Spirit Visage, maybe Randuins Omen).

When using dodge runes, it's useful to buy Ninja Tabi boots because you get 12% more dodge (which not only increases your armor, but also the chance of bonus speed due to your masteries). When your opponents are quite a stun-team, boots with magic resistance may be better.

Spirit visage is great to regain life, especially as Garen already has his healing passive. Combined with Force of Nature, you heal really quickly.

Sunfire Capes are always a good idea to get life, armor and (magic) dps. You can get more, when your opponents dont to so much magic damage.

With this build, you may not be the strongest one, but you will be able to go into fights, do significant damage (Decisive Strike, Judgment Skill, Sunfire, your Ult of course) and even get some kills - while surviving.

As Summoner Spells I always use Ghost and Ignite. Ghost allows you to initiate fights and surprise your enemies very fast (with Decisive Strike). And in case you fail to kill, Ignite gets the Job done.
