Despite what others claim, Nunu is still a competitive Jungler especially in the current jungle where it stresses fast clear times and counter jungling. Consume, and frankly his whole kit, gives you the ability to do both of these requisites comparably fast. In this guide, I'll begin by defining what a jungler is and how Nunu fits this archetype.
What's a Jungler?
A Jungler is a champion who spends most of his/her time farming in the jungle camps between the three lanes. That is the most basic and fundamental definition of a Jungler.
What is a Competitive Jungler?
A competitive jungler is any champion who's skill set allows him/her to farm the jungle effectively and/or gank with a low risk and high success probability. Notice that I said 'and/or' instead of either 'and' or 'or' because there are certain Junglers who can fill one spectrum extremely well and tbere are others who can for the other spectrum then there are the Junglers in the middle who can do both equally well in varying degrees.
To farm the jungle effectively the champion must have at least 1 of the following (the more the better):
Have a spammable single-target (less than 3-4 seconds cooldown)
--Udyr, Trundle, Xin Zhao, Nunu, Shyvana
Have a spammable aoe (less than 5-6 cooldown) *the skill must also have reasonably high Damage per Second
--Mundo, Skarner, Nocturne
Have an attack speed modifier or an auto-attack reset
--Trundle, Xin Zhao, Shyvana
Have a strong sustain (life leach, shields, heal)
--Nocturne, Trundle, Xin Zhao, Udyr, Nunu
And with the current jungle meta, movement speed indirectly grants faster clear times
--Shyvana, Nocturne, Trundle, Nunu
*I did not list all the champions, just a few I remembered
To gank effectively, the champion must have at least 1 of the following:
-Nunu, Sejuani, Skarner, Lee Sin
Snare (ability that halts movement but does not hinder actions from being taken)
-Don't remember if there are any Junglers with snares
Basically whoever has a CC has a shot at being a Gank-type Jungler
As you might have already noticed there are actually 3 types of Competitive Junglers:
Farm based Junglers
Gank based Junglers
Why should Nunu Still be Considered a Competitive Jungler?
Nunu fills most of the requirements to be a competitive Jungler.
His Consume doubles as an instant strong nuke against jungle creeps/monsters and huge sustain
His Bloodboil helps him move from camp to camp incredibly fast and in a few cases help laners catch up to the target when ganking
His Snowball deals a really strong slow that drastically increases (10% each rank) as it levels and does strong base damage with no AP
In short, Nunu can be considered both a Farm based Jungler and a Gank based Jungler.
The best part is all his skills translate from early game to late game.
Pros/Cons in Jungle
Has high sustain
Has fast clear times
High gank success rate
Can rune/build in various ways (will explain later)
Has dueling presence (will explain later)
Without Blue he has problems with Mana
That's about it, might update more later
Blues - 9x Greater Glyph of Shielding (24mr at lvl 18)
This will help you mid-late game when AP damage starts to be a lot more noticeable
Can also try CDR blues for faster Consumes (Haven't tested if this increases clear times)
Yellows - 9x Greater Glyph of Resilience (13 armor)
This will help you mitigate damage from creep camps and while you take damage from lane minions and enemies while ganking/invading/defending your jungle
Up to you
Reds - 6x Greater Marks of Desolation (10 Armor Pen)
You don't need beyond 10 Armor penetration because 10 is enough to do near full damage to the wolf camps (they have like 13-15 armor so full ArPen marks will probably give you 2-3 more damage which isn't sufficient to finish them faster. It takes you just as many hits to kill wolves with full ArPen reds.)
The last 3 you can choose to get Flat ADs or Attack Speed
Alternatively you can run 9x Attack Speed reds
Quints - Anything you want
I run 3x Spell Vamp quints. That extra 6% spell vamp (9% with masteries) allows my consume and smite to replenish health.
Can choose MSPD as well, more ArPen, ASPD.
What you want to think about whenever you rune any champion is whether you're gonna improve their Early game or Late game. If you want your Nunu to focus on fast Early game clear times you want to consider ASPD Reds and MSPD Quints and probably CDR Blues.
You can honestly rune him however you want but I highly recommend keeping the Yellows as Armor and Blues as MR/Level since at the end of the day, Nunu excels best as a Bruiser/ Support Tank.

2 Hardiness (can skip the extra point since you have Consume)

Smite - It's necessary to clear at optimal and competitive times
Flash - Nunu already has a mini ghost (Bloodboil) and mini exhaust (Snowball), there really isn't a better option. This is good for escaping and flash ulting or flash snowballing or even flashing consuming (will explain later).
