Slows don't stacks :( if you apply a first slow of 50% which last 4 sec and another of 30% which last 6 sec at the same time, your target will be slowed by 50% (the best slow) until it's gone than your target will be slowed by 35% for the last 2 sec.

So rylai's scepter, forzen mallet and ashe's arrows won't do anything if you cast a snowball before. Frozen mallet can be good to keep your ennemy slowed once the snowball effect wears off though.

i'm not a big fan of archangel's staff, with nashor's tooth and blood oil you should attacks pretty fast and then cast lot of spells for free.
