This build is purely for fun and to be bursty, rather than to be competitive. I would NOT recommend playing this build in other roles either.

You want to try and max your Q as this is going to be your main form of damage. Poke the enemy down with your Q and when both you and your enemy are in lane, try to keep your Q on their caster minions to create pressure to make them play passive more. With this you should be able to clear waves fairly efficiently while creating pressure in lane. I should not have to say but make sure to ward as if they have a high mobility Jungler (which is likely) without knowing they are coming, you will most likely die as you have no real escape except for flash.
