Pretty solid build. Though I think you do lack attack speed, so you won't get your passive as much, which is very important due to Pantheon being so squishy. But everyone his go, and Frozen Mallet gives you extra health.

Some points though: You got your skill sequence as W>E>Q, but I think you should start with a Q since the Cooldown is so short, that you can easily get one off after the HSS. So it'd be Q>W>E>Q.
I haven't played Pantheon for a while, so I'm not sure about Q's damage. But it can't be that bad. I'd level it a bit more so it's of more use mid-game. Skip a point or two in W, If you place HSS right he'll get all damage in his face anyhow.
I'm also not sure about your Last Whisper, for two reasons:
1) With your last whisper, you'll basically remove 40% of your Armor Penetration. You can read up on it here: http://leaguecraft.com/strategies/gameguide/133 (Chapter 4) I recommend reading it :)
2) It's of no real use to you. As Pantheon and with this build, you're not made to break down a tank. Squishies don't have that much armor, so your 51 will pretty much reduce it to nothing. The 40% will get it down to about 30, but it's of no real use. You'd be better off with more Damage or attack speed.

I also don't see why you would take 3/3 in Archmage's Savvy and 1/1 in Archeic Knowledge, you'd be better off with 3/4 in the attack speed mastery (forgot the name D:). You'd end up with 1/3 in Archmage's Savvy to deal with the 4th point on tier 1 masteries, but the attack speed is far more useful then the few AP points you get. Which you don't even need..

You'll get a +1 from me though, I like the guide's detail.

Attack Damage is never that useful. Armor Penetration pays off way more in mid to end game, and you got more than enough power on early game anyhow (which is where AD Runes are useful).
Even though I used attack speed, I think Desolation would do just fine. My guide was written before all his nerfs (even before his HSS buff), and it's kinda outdated. I'm just leaving it up for the guide itself, as it has lots of detail and could help players out very well.
So for Marks, I'd go with either. Maybe you can drop some ArP since you also get G-Blade and the quints, could also drop the quints for health I guess. Suit yourself, as either goes.

EDIT: On a side note, you can make your guide easier to read by adding the images to it.

Hi m8, as far as I have seen I like your item build, however I would't equip AS (Phantom Dancer) on Panth... Yeah, the faster you auto atack the faster you gain your block, however from my point of view Panth isn't an autoatack champ such as Xin Zhao for example.

Panth depends entirely on his abilities. When you have all your abilities on CD he becomes vulnerable, you need to kite your targets until your cooldowns have refreshed.

Instead of the Phantom Dancer I would equip the Last whisper so that you can face against tanky champs.

Overall, its a realy nice and balanced item build. Keep it up =)
