The build is also wonky as hell, if you try to build into Manamune you go too long without damage. The point of Pantheon isn't to be a bruiser (sunfire cape), its to do as much damage as possible as fast as possible. Bloodthirster, Last Whisper, Black Cleaver, Ravenous Hydra, and Gaurdian Angel are all strong on him.

Masteries are incorrect as well, nobody runs more than 21 points in a single tree. Try 21-9-0. I noticed your build doesn't include Crit, yet you take the Crit masteries.

You also are maxing the wrong skill first, Heartseeker is strong but Pantheon is all about his Q. Try maxing Q first.

People are downvoting you because your runes are extremely suboptimal. Most of those runes are not tier 1. Consider for mid AND top; armor pen marks, flat armor seals, flat mr glyphs, flat ad quints
