The goal: Completely immobilize an enemy until they are dead.
How?: Using a combination of move speed, slowing effects, and Power Fists every 3 seconds. (Rocket Grabs every 10.8 seconds)

Depending on your personal style, you may want to change up the starting items. My rationale for the potions is that they help you stay in the lane for a long time. While blitz is generally an aggressive character, my build will require more patience and non-aggression.
On the other hand, if you have an agressive lane partner who initiates, its quite possible that you or your partner can get first blood. If they are using ignite, and have some sort of disable, just Rocket Grab and Exhaust-- The enemy should die.
Early game tips:
-Do not attack creeps during the first wave or two, however tempting it may be. (Unless you are going in for a last hit) The ideal position for blitz is right next to the tower. Why? Rocket Grab = death to anyone who comes within range of it.
EDIT: EPIC TECHNIQUE
-Rocket grab-->Flash during pull. This causes your enemy to slide until they hit you, which is now a full flash lengths further away. Use near towers. Very effective if you pull it off (I landed it first try so its not that hard)
-Rocket grab-->Power Fist-->Exhaust--> (Flash if they are getting away with low health.)
-You can use Flash to Rocket Grab someone who is outside of range but will run if you come towards them. This can catch people off guard and may result in a kill (Especially if you are "tower hugging.")
-Remember Overdrive's after effect. Do not use it to run towards a tower because it will wear off on your way back and you will most likely die. Instead, use it as a last chance to escape
-If your enemies exhaust you, use overdrive to counteract its slow; as soon as Overdrive turns negative, Flash away if you are sure you will die.
Good teammate lane partners: Tanks-Alistar, Rammus, Singed Casters- Heimerdinger, Morgana, Annie DPS- Teemo, Ashe, Udyr
By now you should have a couple kills or assists. What you want to start doing is harvesting Golem and/or Lizard buffs. They make this build work a lot better because you don't need to wait for pricy items to get the effects you want. If you have your Glacial Shroud or Frozen Heart, a Golem buff will cap off your CDRD (cool down reduction) Max: 40% If you are comfortable with the cool down on your moves, go ahead and get a Lizard buff. Switching off attacking and Power Fisting will work really well with its added slow.
This is where things get really fun. Hopefully, you haven't been getting too pwnd, allowing you to get the more important build items.
-40% CDRD w/o needing Golem. This means 3 second cool down on Power Fist.
9% From skill tree, 25% from Frozen Heart, 6.04% from runes. (.04% wasted)
-Slowing on every hit due to Frozen Mallet
Basically all you need to do is attack someone-> Power fist-> Overdrive -> Attack -> Power fist -> And so on... ULT if you need to kill before overdrive wears off or Exhaust if they decide to attack you and you want them to 100% miss.
Ways to initiate:
Flash after activating Power Fist and launch them. Attack once so your Rocket Grab is easier to aim, and then use it.
Rocket Grab, activate Power Fist during stun time, and then punch. Exhaust as they land and after the 3 sec of exhaust time your punch is off cd, so attack punch them again.
The skills are pretty self explanatory... I don't want to list every possible combination but remember to spam Power Fist hotkey to get it every time it comes off cool down.
Everything is essencially the same except you have more move speed and damage due to trinity blade. Your Power Fists should deal two times your attack with an aditional 150% of base damage.
If your attack damage is 157 damage:
2(157 + 175.5)= 548 damage every 3 seconds and they can't escape (hopefully).
As far as I know, you are not able to crit on Power Fist hits. Otherwise I would run infinity Edge and do 250% damage on Power Fists (which would be over 9000).
277 damage with complete build = 905 damage
Note: This build will vary depending on the runes you have/are able to buy because you will not have 40% cd reduction without Golem buff.
