Just note that this guide, if played right can make or break a team fight and also win or lose you the game. I like to focus more on the AD side of poppy which is still the 2 hit nuke poppy but with of a kick!
Of course you would get ghost! First of all you have your merc treads for movement, along with your Paragon of Demacia, pared up with ghost means NOONE will run from a fight alive!
I have found that flash is the best early game and late game skill. The early game your more of a target because a lot of people think she is super squishy because shes small. Flash is an awesome escape ability along with Paragon of Demacia. Also it is by far the best skill to use early game to get the surprise on your opponent.
These are pretty straight forward runes. ArmPn because your AD poppy and you need it to let your hammer meet their face. Evasion so you can survive better in the early phase. And the cooldown reduction is the best in any situation with the mana regen you will be ably to spam skills almost always.
The item build you go for poppy is pretty much a farm farm farm poppy at the early stages.
Double Phil Stones:
I like to get this because poppy has no aoe skill to just rape creep waves with, so you get the 2 stones for the money and also for the survive ability. Your still pretty strong early game. Just have to land that Heroic Charge into a wall then it is almost a guarantee that the hero will be dead or seriously injured.

Probably the best early game item you can get because of the passive. Charge in first then use Devastating Blow and it will be a lot more of a threat than people think.
I get this mainly for the HP because at this point, your gonna be a bit more squishy than everyone else. And also the enemy will be stronger at this point too maybe.
The best all around item i think a lot of characters should get. Just sets you right in the OP section at this point against carries.
Have you seen your crit hit dmg??? Its pretty much rape face! Now add an Infinity Edge.......bye bye hero i just killed.
Next sell one of your philo stones to just add this little thing to your reign of terror YAY! and life steal but yes the AD!
just to keep up with this little nuker, add in an extra survive ability and mana regen to spam skills
Armor?!?!?! No problem! ArmPn runes and last whisper....bye bye armor!
You should always lane in the bot with poppy if anything. Laning is basically the same in any hero, last hit if anything let them push you to the tower or push them. The main thing is don't let it be near the middle. As poppy Heroic Charge is your best friend and Devastating Blow is your BFF. If you are near your tower you play passive and defensive then flash in, knock them into the tower or wall then Devastating Blow and either engage or run back your choice. If they are near their tower, let the creep push back then flash and try to knock them in the opposite wall then let the fury reign free.
The only kind of poppy i play is the ultimate anti-carry poppy. Poppy;s job in any team fight is to target the carry and kill him asap or get him out of team fights.As poppy your passive is the best thing in team fights to help you when you run past everyone to get to the carry. The only time you should not go for the carry is when hes not there! Then go for the second best.
