I'd ditch some of your utility masteries (Artificer, really? You only get two active items, and those by late game) in favor of either 9 points in offense for Magic Pen or 9 points in defense for Veteran's Scars. Lulu specializes in poking early game, and the AP increases her shield and ulti also.

Change your blues to scaling MR, probably. You have 10% coming off Shurelya's, and at least 5, if not another 10% coming off your masteries. Plus you recommend Boots of Lucidity, which are 15%. You really don't need the CDR runes.

I would also like to recommend Boots of Mobility. You might think "well, I have Whimsy. Why would I need movement?" Lulu's standalone movement is RIDICULOUSLY slow. Plus, Whimsy has a very long cooldown compared to its effect duration. You don't want to show up to a team fight and not be able to silence an enemy or speed up an ally who may be low on health.

There are some good notes to this guide (the ward guide/images are nice) but the bad notes outweigh the good. I think you might want to take this back to the shop and revamp it. Come back on a new slate.

I do like Utility 29 (as i use it on SOME champs cough cough 1-4), but messy and *insert bb code rant*

Though purple tastes delicious, I must say that your guide is very messy.

Try to use a clear structure for all of your chapters, instead of using a strange one each chapter :O

Instant -1 for health seals, CDR glyphs, and wrong skill sequence.
