2. Ninja Tabi give good dodge chance and very good armor, which helps early game, then also with rammus slows dont bother him because he is a tank and his Powerball ability makes him able to flee easily.. So before you vote down, think please.

[Edit] Remembered a good item: Leviathan. It reduces 15% of all damage, so here's a little math for you:
Let's say a generic melee attack does 200 points of damage.
Leviathan reduces it by 15%, so it's 170 now.
Assuming 500 defense, that turns out to 10 points of damage.
But, Thornmail sends back 30% of 200, or 60 points. Add in, say, 25 points from your stance and 20 from Sunfire Cape (assuming 100 Magic Resist) and you're dealing 105 to them while taking only 10 yourself. Pop Tremors to add 100 to that and, well, severe rapage to melee-DPS champs. Tanks will take longer since they don't attack as much but hey, things like Cho only take a long time to kill; just focus on them last.
Your only threat are casters, but Leviathan also gives you uber high health, so you will most likely withstand their nukes and kill them with ease. And again, Leviathan will help you out significantly against the threat.
Let's say you get hit by one of your worst fears: Fully-equipped AP Ryze. From the best AP build I could find here on Mobafire, he can hit you with a total of 3,287 magic damage almost instantly. That's almost all your health. Considering you'll be tanking in the ganks, that's deadly. But, look at how effective Leviathan is with this:
Reduce this by 15% = 2,793
Reduce this to 25% (50 MR plus 150 from stance) = 698
You've effectively ruined this guy, because now he's waiting for everything to cool down. Since you have about 4.2k HP, you're just LOLing at the biggest threat you could possibly face. Now he's out of spells and your teammates kill him. Or you do; it's funny either way.
Tl;dr - I'd replace Guardian Angel with Leviathan.

3 Thornmails is a waste. One is perfect, but since the Passives don't stack, it's pointless. +100 Armor is always good, but there are many other armors that are over 9,000 times better for you. For example:
Frozen Heart +99 Armor and +500 mana. Rammus has issues with mana sometimes, so it can be useful. Plus cooldown reduction = always useful.
Guardian Angel Gives good armor and magic resist, something Rammus definitely needs. Plus, that Passive will keep you ganking for a long-*** time.
Randuin's Omen Armor, health, cooldown reduction, chance to slow enemy's attack speed when you're hit. Do I need to say how great it is?
Those are the three I would suggest for a pure Armor build. Though I'd never go full armor. Get yourself a Warmog's and/or Warden's to really screw with people.
Also, why 2 Sunfire Capes? You know you can do so much better replacing one with a weapon. I've done it with Bloodthirster which REALLY screws with people. Ain't nothing like a life-stealing Rammus with 5k health. (Which, because of Atma's, adds 100-ish to my attack. So I have over 400 attack, 500-600 armor, and over 5k health. Needless to say I can really ram *** with Rammus. :P)
