Basic Rotation

I'm not going to go into too much detail because this stuff's always changing and updating.

Start with Spell Flux. 1 On 1 during low levels will reduce most enemies to about half health and can be used to taunt/intimidate other champions easily. Then go for Rune Prison, a powerful stun that works GREAT with a teammate, I hold on to it until champions attempt to attack. Then go for Overload, a very powerful direct attack on a single opponent. Once you have all three, I start an attack on another hero with Overload, then Rune Prison, then Spell Flux. When that's all said and done, overload is almost off of cooldown and can be used again. This is an extremely powerful combination.

When leveling, the order you upgrade each ability isn't terribly important, but keeping them all within about a level of each other is desirable since it will maximize the 1-2-3 punch.

When you get Desperate Power, you should start a rotation with this. Vamp will gain a little health and the AoE damage is great in a big fight plus the mana is a bonus. It can also be used to quickly down a mob when you're pushing a tower.

Once you get to a high skill, switch Mejai's Soulstealer for Deathfire Grasp

Strategy

Start. Get Spell Flux. Buy Doran's Ring. Lane with a partner and do anything to stay alive while keeping your lane strong. When you level up, pick abilities as mentioned in the above chapter. Follow the purchase order then, starting with boots. When you get to the hourglass, sell the ring.

I find that in the 6-12 level range Ryze is overpowered, and if you've gotten decent money to afford items then you should take advantage of this level point. Beyond that it balances out more, it seems. But once you get to 18 and have all of the above abilities, your 1-2-3 punch will kill, and twicefold when working with a partner.
