May I join this little discussion? I have played J4 a lot myself in ranked so I hope I can explain what really is best:
Attack speed marks are best when going madreds-wriggle's because it simply increases your clear speed by giving you more procs.
I think his marks are good, but not when paired with madreds. It would if he went for spirit stone.
HOWEVER, I don't like AD quints on J4 because movespeed quints are just better :)
I guess it depends on how you play him. I used to jungle him with full armour pen and madred's (now probablyi spirit stone) into brutalizer.

The facts are that Jarvan has ****ty scalings, including AD scalings on only two skills, one of which is his ultimate. So before level 6, that's only one skill which benefits from AD runes. Most notably, Martial Cadence doesn't scale with anything.
Wrong it's physical damage and hence it scales with armour pen.

He does, however, thanks to Dragon Strike, make great use of Armour Penetration runes. Though having a bit ad in runes speeds up your clearing times in comparison to using full armour pen.
Junglers with AD steroids/AP junglers want AS runes. Junglers with AS steroids want AD runes.

3 AD runes and 3 AD quints give some 10 AD (with about 8 flat arpen). That's 12 extra damage on Dragon Strike and exactly 10 extra autoattack damage because no bonus to passive. Sure, the flat arpen will synergize with Q's armor shred but again as I say, it is completely dependent on maxing Q first. The flat AD bonus will be outscaled incredibly quickly and not provide enough bang for the buck. A Long Sword is already 10 AD.

Superior how? In terms of clearing or terms of damage? If it's the first, then I'm gonna tell you that clearing the jungle isn't all a jungler does and if it's the second I'd like to see some math because I'm pretty darn sure that this setup gives him waay more burst.
