If you are against Lux or Akali, i think you have to bring Flash, and not Ghost.
If you use your Arcane Shift, you have less chance to dodge Lux 's Final Spark without Flash.
Without Flash, Akali will easily kill you when she reaches lvl 6 and is able to use her Shadow Dance.
(Note: You have to play defensive against a good Akali or Lux .)
First you need to unlock your Essence Flux, and harrass the enemy using it, but be careful, only use it when you are sure it will touch the enemy, because it costs a lot of mana in early game. Then you can choose to unlock Arcane Shift or Mystic Shot. If you are doing good, i prefer unlocking Arcane Shift, because the enemy mider may tell the jungler that he needs help, and then it's good if you have an escaping skill in early game. If you are not doing so good at your lane, it may help if you unlock Mystic Shot, and try to farm from far distance, keeping yourself protected from hard harasses.
Rising Spell Force is not so important for a Hybrid Ezreal. This passive is good for an adc, but at late game, it can help you killing an opponent faster.
I always max first W, because it can really help in a close teamfight, and slows a lot of enemies if you already have your first (and my favourite) item, the Rylai's Crystal Scepter. I don't max first Arcane Shift , beacuse it has got a lot of cooldown, and can only damage one enemy.
You don't have to bring Flash, because you have Arcane Shift. If you used Arcane Shift, but you are still in danger, use Ghost , because you earn more time than you do with Flash. - Arcane Shift is a Flash, that causes a LOT of magic damage to the nearest opponent. No comment.
Mystic Shot is your weakest skill, but it has got a long range, so if someone is on low HP, and you can't reach him with any other skills, this skill is very useful to give a finishing blow, or just to separate the enemies slowing one of them with your Frozen Mallet. In a fight, if your mystic shot is ready, always use, because it doesnt cost a big amount of mana, and your other skills will be useable a second earlier
Once you have Trueshot Barrage , you can start harrassing your opponent, and give him a finishing blow with your ultimate. It works good against Katarina, who's ult is something like stunning herself... (If you are in danger when Katarina uses ult, don't harrass using Arcane Shift, hold it for escaping from her ultimate.) If you use ultimate, and you have time, go somewhere, where your enemies can't see you, because if you don't, they will count on your Trueshot Barrage, and will move from its line.
