Early game, your Q will tick for longer than her shield; don't underestimate your autos either, Singed has 62 base AD at level 1. The outside of her W does extra damage and has a very clear animation, so if you can't dodge it, hug her to escape the bonus damage. Stay a reasonable distance from the wall to move outside of her E stun. You can flip her outside of the Hextech Ultimatum (goo flip if possible for easy escape.)
Darius
Bleeding hurts more than you think it does; be wary of how many stacks you have, because having your ult running does nothing against 1k+ true damage. Hug him if he's going to Q, the handle hurts a lot less (only 35%.)
Dr. Mundo
Shouldn't be a difficult lane, farming or proxying works about the same; if your ults are both running, you can't kill him and he can't kill you without a gank.
Ekko
Move up and down to dodge the second hit of his Q (should be easy because of the delay before it returns.) You can freeze lane outside of your turret, and if you see the startup cast on his dash, prepare the goo and spam flip on him before he gets to you.
Garen
Very easy when you're not the villain. Try to pressure his lane so he can't use the advantage on your team.
Gnar
Use bushes to your advantage to make sure he doesn't hit the 3rd stack of E; Mega Gnar is usually easier, just hide behind minions for the Q. If he jumps on top of you (mini or mega), flip.
Illaoi
Get enough movespeed to dodge her tentacles, and run outside of the clone range to avoid getting bursted. Alternatively, if she starts going ham on your clone, go straight onto her with a SkyAA.
Irelia
Not the worst match-up if you get some Armor going. Be careful of the stun and the true damage and try to either zone her from farm, proxy, or freeze by your tower for a goo flip.
Jax
You should be able to flip him if you press it on him before he jumps and stuns you. If he ults, you ult. Dark Seals and Corrupting potion make you deceptively strong.
Jayce
Supposed to be a difficult matchup, but in lower elos I've noticed it to be somewhat easy. Recently nerfed, so if he goes all-in, fling him as he tries to knock you back with hammer E. You'll bring him with you, likely pushing him farther away from his turret and letting you pop Ghost+Ult to melt him down.
Kled
Malphite
Scales better with Armor than Magic Resist.
Maokai
Shouldn't make your life too difficult while farming, peel away from your carries late game.
Nasus
Try not to let him farm too much; Zz'rot+Banner are a bad idea against a Nasus... obviously.
Nautilus
Has a lot of hard-CC, but not too much damage (unless full-AP). Can be flipped out of his Q. Liandry's will shred this guy late game.
Olaf
Ranged poke, sustain, true damage-chunks, and... CC immunity? That's not good for your slows, your flips, or your uh, squishies.
Pantheon
Stuns, crits, and blocks turret shots. Oh my.
Poppy
Easy lane, you can proxy and pressure fairly easily; most trades should work in your favor, since she has to get into your poison even if she lands her stun.
Renekton
Has strong sustain from Q, tons of damage+stun with W, shreds armor with E, and his ult gives him a lot of other good stuff. Not exactly un-winnable, though.
Riven
Skill matchup. At level 6, your ult has 30 second lower cooldown than hers, but she tends to build more CDR than you do. If she ults, you ult.

Blinds reduce the effectiveness of SkyAA... which are hard to get off on Teemo when his passive movespeed makes your W inefficient and he has AoE slows of his own.

Early game crits can hurt and his natural healing makes him difficult to kill even with SkyAA.
Vayne
Proxy this lane, you get zoned extremely hard. Doran's Shield and health regen items/masteries are advised if you stay in lane.
Vladimir
Impossible to kill after he gets some items, even into late game. Can be held off for a bit, continue to apply pressure to your lane and look for bot-lane Teleports to secure a lead.
Volibear
You can flip each other, I guess.
Wukong
If you proxy, pay attention to the map. If you don't see him, you're probably in danger.
Yasuo
Early game isn't extremely hard, your poison can proc his passive shield. Ninja Tabi is a good early item in addition to Dark Seals and Corrupting Potion; if he tries to get some early poke, remember that your autos can hurt, too.
Yorick
Try to completely wipe him out, his late game push will pressure your team hard. You have AoE damage for his little dudes, though, so if he uses E on you just back it up a bit.
Fiora
A good Fiora is a very difficult matchup. Top lane is a large space, which gives you more distance to cover to get to your tower, and gives her extra room to deal true damage via her passive. Try not to all-in her, but bait out her Riposte and get a flip off for some harass whenever you can.
Gangplank
Usually not too bad, you should have a stronger powerspike at level 2. Learn how to last hit his barrels (which does take practice) and you'll find that 10g is a lot better than getting chunked and slowed.
Standard runes here, MS Quints are great especially for new Singed players to get into the groove, Magic Pen Marks and AP Glyphs for some early damage, and Armor Seals. The bit of damage and armor help if you intend to level 1 proxy.
