Jungle - AP Assassin
Hey, I'm Chaz19. My smurfs are GetRektGGEzLife and Blame Yo Jungler (active account). I'm from EUW and Elise is my favourite and most played jungler. She is so versatile; she can be an offtank or a burst mage, which makes her so fun! Her early game ganks are very strong and she is also decent late game due to her % health damage and 2 second stun. She is also great at duelling due to her spiderlings and sustain. Elise's key feature, though, is her insane early game.

I take magic pen marks for more overall damage and I don't think AS marks are needed because her clears are fine without them so it's better to go damage. Armour seals for protection in the jungle and against AD champs. I take Scaling MR Glyphs because you don't often face that much AP at low levels so scaling will suit much better for mid to late game. AP and AS Quints for damage and some sustain since she is an AP Assassin and AS helps with clear speed.
I use 12/18/0 on Elise now since they took out Strength of the Ages. I always liked the offensive style of Elise and only switched to SoA because it was so strong. This makes Elise an AP assassin which you should utilise by getting into skirmishes and ganking early as much as you can. This mastery setup causes you to have a lot of burst and a very strong early game.
I start with the Hunter's Machete because it is stronger after the buffs and mana isn't an issue since half of Elise's abilities don't cost mana. I buy a refillable potion because it saves a lot of money in the long run and it's all Elise really needs because of her natural sustain.
As for core items, I take Skirmisher's Sabre for more DPS and stronger 1v1s and skirmishes. Obviously rush the AP jungle item (Runic Echoes) then buy Sorcerer's Shoes for even more overall damage. Next, I buy Liandries for the unique DoT and more MPen to reduce their MR to near 0. Unless behind, I will go Rylai's for that perma slow, along with even more AP and health. All of these items synergise so well with Elise's kit.
At this stage, I often to Zhonya's then Guardian Angel so that I can assassinate a carry then hopefully stall until I can escape. If behind or my team needs a tank, I will go Dead Man's Plate then GA. If they have lots of AP, buy Abyssal.
Jungling / Gameplan
Jungling path has changed for S7 - Start: Bot-side Buff > Wolves > Other Buff > Scuttle Crab / Gank Mid or Top.
You should continue to look for ganks and skirmishes since this is where Elise excels. Each full item is a huge power spike: Boots, Runic Echoes, Liandries and Rylais. You will be able to one shot their squishies and will be dealing %HP DoT damage and permanently slowing them.
Taking Dragons should be a high priority. You have %HP damage and sustain and spiderlings, which makes taking dragon easy. It's best to take it as soon as one of the enemies is dead (excluding Top) or if you can see their jungler near top, you can go ahead and solo it but keep an eye on the nearby laners.
You could try to do Rift Herald since you have spiderlings and built in %HP damage and sustain. However, in the current state, it can only be done safely if the game is a stomp and/or top/mid/jungler are ahead.
It can be hard to close out long games as Elise, since she does fall off slightly. You just have to land a stun on one of their carries and burst them down. You can also poke before teamfights with your Volatile Spiderling.
Elise is a really strong jungler right now, she is very fun and extremely rewarding to play. Good luck and have fun playing Elise!
