Shen is my favorite AP tank by far! If you have access to the runes and can get this build going, he gets very strong and with the bonus AP from Rylai's Crystal Scepter, his abilities gain a nice boost to help out. Early game if you play him agressive, you should no doubt have an upperhand with a good team mate and be able to nab yourself a few kills.
The reason I mainly chose Magic Resistance runes is because then you can still use Armor items in the game and not really worry about messing up your setup if going against a mainly AP team. It gives you a huge advantage early on as well since usually enemy champions won't have high AP to begin with so their attacks will do even less. If you are willing to build an extra Magic Resistance item and sacrifice an Armor item, then I would say to use a few more Armor runes instead of Magic Resistance runes.
This mastery setup has worked for me countless times. I always either go even or positive in game with this setup. If you want to though, you can get rid of some defense Masteries and pick up some more offensive ones for AP if you are more into that. It works just as well if you know how to play him.
Always start with Dorans Shield first. Gives you a nice Health and Armor boost as well as the added Health Regeneration to stay in lane a bit longer. Next, depending on the team you are playing, pick up the Ninja Tabi (or Mercury Treads if facing a mainly AP team), followed by Aegis of the Legion. The Aegis is great to get early game since it gives a bit of damage to you and your allies as well as the defensive stats. Next you will want to pick up Rylai's in my opinion but for players new to Shen, go with Warmog's. Reason being, you might need the more Health from Warmog's that Rylai's doesn't offer. Either way, you will get whichever you don't get first next. Then you will want to pick up Force of Nature, and then drop Dorans Shield for Sunfire Cape. This setup is good just like this, but if you want a bit more of either Magic Resistance, Armor, Health, or AP, you can choose to drop Aegis of the Legion and pick up on of the following items based on what you are looking to add.
Magic Resistance or Armor: Guardian Angel for either or Randuin's Omen for Armor
Health: Randuin's Omen
AP: Either Rabadon's Deathcap or Zhonya's Hourglass since both give a good amount of AP but Zhonya's Hourglass also gives a boost of Armor
Always get Vorpal Blade first at level 1, then pick up either Feint or Shadow Dash at level 2 and then 4. It doesn't really matter which you pick up at level 2 and then 4 as long as you get a different one. You will want to max Vorpal Blade first followed by Feint. Pick up Stand United at levels 6, 11, and 16 of course.
The reason I like Heal and Flash is because when you use Stand United (Shen's Ultimate) to teleport to a team mate in need, you can heal them for a little bit to give them a bit more of a chance to stay alive or get away safely. Plus when playing agressively early game, it really helps you and your lane partner to push the other team back and stay in your lane longer. FLash is also a great way to either escape a group of people, or go get into a group/catch up with someone you want to kill. Flash on Shen is definitely a MUST!
Another option for Shen would be Ignite. I use ignite on and off but still prefer Heal. Ignite is definitely a good skill though since in you think someone is going to get away, they won't. Plus it gives a nice bit of bonus damage early game to get a fast kill.
Basically, i think Shen is one of the best Tanks in the game. He is very strong, durable, and versatile at the same time. He can use his ult to either assist a team mate in need, or to escape a gank. His AP abilities are very helpful and you should, despite what other players might say, get at least 1 item with AP. Even with just that 1 item, it really helps boost his stats. Stick to this guide, practice your game play, and dominate the map with Shen!
