I agree with the previous poster in that armor and mr runes are pretty useful, you could ditch the BV late game and instead get the Wooglets Witchcap, which by late game would give you a ton of AP from your rod of ages stacks plus the additional 10% movement speed. I dont find the GP5 runes useful either especially in the new TT with how common ganks are, give the carries the kills and you grab the creep farm. If you are grabbing the mana per level runes for the HP then you might as well just get the Health per level runes instead, youre not going to need that much mana late game when you already have so many mana items. Just my opinion but I play singed much much differently than you apparently.

I feel like Siege Commander is a good pick... But to each his own.
Honor Guard you're probably right about.
I really like hte Mobility Boots, especially when I have to hit base quick to pick something up, or hit an alter quick, I like my Singed fast lol.
Like I said about Banshee's Veil and Blackfire Torch, those are just place holders, I rarely even get that far in a build, and I'm still trying new things to see if I can do anything better.
Ninja Tabi is generally a good pick, and I did forget to mention it, thank you :D I just prefer to either have the movement of mobility, or the CC resist of mercurys treads.
As for the runes, they kind of do nothing late game, possibly a good exchange, I just prefer to have the gold/10 and the mana runes just stack the mana end game. Once again, to each his own, it's just a matter of how you play, and I have tried with the magic resist/ armor, I prefer it my way.

Ususally on Singed, i take armor yellows and mres blues, since they are among the best runes in general. And MS quints are very importand on him as well.
Siege Commander is pretty useless, and Honor Guard is total ****. Enlightenment is extreme;y useful instead.
As for the items, i really disagree with Mobility Boots, and you probably forgot to add Ninja Tabi as an option. Banshee's Veil doesn't make much sense that late and after roa, blackfire, and force of nature.
Generally, it seems ok, but you could improve your build.
