Honestly not an offtank build. This is more like, somewhat tanky dps. The hp only gets you far early-mid game. Late game you're gonna get melted hard.

Singed needs his movement speed. Ninja Tabi is a much worse choice for Singed compared to the useual +3 movement speed boots. Also the only speedmodifyer he gets is the Lichbane which most often will not be reached moneywise.

looks cool. sorry to say, but you got the wrong cloak. fix it and this will look much better.
