Hey man, I've got a few problems with this build. As the bro above me said, get rid of Crit chance runes, and get Mpen instead. Also, armor seals and flat MR glyphs should be way better. Quints are fine.

Next, items. I seriously think that instead of Lich Bane you should get Rylai's Crystal Scepter. It would be way better in terms of CC, and you don't always have the commodity of autoattacking. Plus with the low amount of AP this build has, there really is no point in Lichbane.

And finally, masteries. Get rid of the points in Defensive Mastery and Evasion and put them into Veteran's Scars . I mean honestly, 0.5 dodge chance? Really? Also, let me explain why Good Hands are better than Perseverence . Let's say that you have 100 HP/5. With Perseverence , that would increase to 104 HP/5. So you need OVER 100 HP/5 to regenerate 1 HP/sec with Perseverence . Good Hands , on the other hand (lol get it, hand?) is a lifesaver in longer matches, when respawning 6-7 seconds earlier can save your match. Also, Awareness] is way better than [[Expanded Mind, because Expanded Mind only affects base mana, not the mana gained from items. I'd take faster leveling than 20 more mana anytime. Listen, Singed doesn't have any mana problems if you use your skills wisely. You shouldn't spam them, meaning you don't fling minions and all that good ****.

Don't think I'm hating or trolling, I just want to see your guide get a lot of good votes.

To be honest, you have a point with cooldown on the fling. 10 seconds is really much. But the mana runes will help you hold on the line much longer, so if i would change something, that would be seals, which are not giving so much of mana as glyphs.

I buy sometimes boots second, after mana crystal. Im allways laning 1v1 or 1v2 top, so I don´t need to push, i just wait for gank, farm, sometimes turretfling enemy, if he is dull.
Then i catch enemy quickly with ghost, removing any disable with cleanse.

I allways play 5v5 - that means more people might focus you, so I selected more survivability, since I am playing like tank - i really hesitated between extra speed and survivability, but there is also cleanse mastery point in defense, which is really important.

After each won teamfight, there is some enemy with low lives running away - Singed´s work is to catch him. This is why speed is so important. To finish him for sure, basic attack is needed. It does really much, maybe twice as much than gas when in ulti. Also getting kills under turret is much easier with basic attack, around level 10 this build is similar to any ability power Singed. I build FoN, as you can see, so im pretty fast, after Lich Bane even faster. In the end i will be a little bit faster then your build cause of 7% from Lich Bane.

If you are playing ability power Singed in late game, it is really useless to basic attack - you will lost more % lives than you do to enemy. But as a tank, they don´t make so much damage to you, so you can finish them with basic attack faster. Also, in better games, you must have already realized, nobody is chasing Singed. I had a games with double kills just from noobs chasing me, but that hasn´t happened since lvl 10.

Singed´s work is really to get between enemies, select and fling one carry. The difference is that in 5v5 you stay between five champs. This is why survivability items like Guardian Angel, this is why tanky runes and masteries. If there is Ashe, Janna or Mundo, you will get slowed, or if there is Ryze, Sion, Taric and so, you will be even stopped. Then you must survive - this is why ap singeds are weak in late game, where every ap carry has Rylai´s scepter and only one cleanse is not enough. To survive, best way is to wait untill every disable falls on you, than use cleanse and ghost and get out of there quickly.

as a LONG time singed player (hundreds of games with singed) i can tell you that there are a few huge problems with this.
get rid of crit chance marks, mana seals, and mana glyphs.
you shouldnt really be doing too much auto attacking, because your strategy should be to make people chase you, not the other way around.
forget about singed's passive? mana runes just arent that effective.

defensive masteries can work, but since your focusing on movement speed ( as you say in the title of this build ) you should use atleast 15 points in utility for the move speed buff, THIS IS HUGE.
i actually use 9/6/15 masteries for singed... i only really play singed on 3v3 these days, but i never lose.. never..

your most important job as singed is to get in there fast enough to fling someone into your teammates, and outrun noobs who follow your poison. while mana crystal can be a good first item i would recommend starting with boots and a few potions, because if you arent fast enough to fling and run out alive then your mana is worthless.
singed has some devastating crowd control, so he is a much more effective tank than an off tank. the only AP item i see worthwhile building on him is Rylai's Crystal Scepter ( not just worthwhile, this is actually a pretty key item ) because your poison trail will slow enemies, this makes your utility and crowd control simply incredible.
guardian angel is more of a situational item and i find force of nature much more important because of the movement speed buff.

with runes and masteries and boots as first item you should be runnin at 400 movement speed at level 1, and by the time you finish boots and get that FoN youll be close to 500 without lich bane, which is higher than your endgame movespeed total.

also, leveling fling doesnt really increase damage output that much until endgame, atleast put a point on mega adhesive at level 3, its a way better move than you think.

my skill sequence is fling>max poison>max glue> finally max fling.
lvl 5 glue is 75% movement reduction.... if your skilled enough getting the ONE important fling and stickin em in place is more effective than a lower cd on fling, and you can compensate for flings cd by getting rid of those worthless mana glyphs and getting some cd glyphs.
