Runes

When I said AP, I meant it. 9 Marks, Seals and Glyphs of AP, and 3 Quints of AP. Have them all at hand. AP so far: 21.42

The reason I put down some AD things is for turrets, and I had no AP things left to get to 30 points in offense. Everything AP in this. AP so far: 45.42 at level 18

Spells

Bring Ignite for chases. Ignite them at the last second and the damage over time will kill them if you got them to fatally low health.
Bring Heal for when your health is low. If they're chasing you (which they're probably smart enough not to do, unless they're either beginners or beginner bots. Players and intermediate bots will likely know not to chase Singed.

Summary

That's pretty much all there is to it! I'd add a Pros/Cons section, but cons? What cons? This build has been tested in a weaker form, and it is already frightening to the enemy. If you use this, your enemies will quake in fear!
PS. This build will work on any champion that uses hardcore AP. Experiment with it on other champions!
