DaCookieMonsta, I'll try to answer your questions: First of all, this is about how I play Singed, not taking much into concideration how others play him.

1. When laning with Singed, I usually don't try to go for kills unless I'm already ahead. Singed benefits much more from just sitting back and farming, against most laners. Fling them away if they jump on you and keep farming, don't waste your time on kills.

2. Ignite is good for kills, and against people with a lot of Health Regen, however, since this guide doesn't focus on getting kills early, I find that Cleanse is better. First of all it helps in getting rid of that ******** Ignite your enemy put on you, before leaving you to die. It clears all CC except knock-ups, and make you pretty much immune to it for 3 seconds. It also allows you to go more mental than usual. Cleanse on Singed have won me games several times, either stopping Baron attempts and getting away with 50 hp, or just not falling too far behind that Jayce that pokes you down, ignites you and runs away to farm at level 3.
Exhaust is cool though, I guess. I just prefer Cleanse.

3. I max W before E for a couple of reasons: Fling is first of all an utility spell, that allows you to for example Fling an enemy into your team. Now, if your enemy has an uncleanseable slow on them, that will be much easier. Fling doesn't have that much damage anyway, and the mana cost is too much to be spammed early. Singed is weak early, and that slow will save your life if you get ganked in level 4. Fling won't, unless of course they're stupid enough to walk close to your turret.

4. I've seen that guide before, a friend of mine Praise it. I could go on and on about what I don't like about it, but I can stick to a few things: Frozen Heart is core on Singed, benefits him better than 98% of all champions. He seem to prefer Thornmail. Moonflair Spellblade and Ninja Tabi are nothing compared to Mercury's Treads and Abyssal Mask. His Masteries give up too much defence. Singed is a tank, that runs into the enemy team and Flings their carries. If he's dead, he won't be of much use. He's not gonna get a whole lot of damage done, as all his damage is a small burst on his Fling, and the dot from his poison. If you want to deal damage with Singed, build him AP.

All in all, my build focuses more on staying alive, Flinging people, making a whole load of Chaos, and when necessary, going balls deep, 1v5, stop Baron attempts and what not, run away with 100 hp, and laugh. His guide seem to... Make a lot of gold from masteries and dealing 100 more damage on Fling and 30 more damage on the poison, and dying faster? My friend tried to convince me, and he also failed.

You should REALLY add "Comment To Vote" or whatever it's called for your guide. Someone just down voted your guide and didn't even respond to why. Wouldn't you like to know how you can improve or why he down voted? Also, I really don't think Singed should be built with all tank items. If you don't have much AP, the enemy laner will just heal back your mediocre harass and you will barely get the chance to kill your enemy. Plus, Singed isn't really a tank unless built like one. Also, [{Cleanse]] isn't your best option as Exhaust and Ignite just do so much more for Singed. Also, why are you maxing W second? I never take W until level 8 because fling is the better option. Early on W has a long cooldown and a high mana cost. Early on you are rarely going to be using the slow as it isn't needed. Plus rank 1 W sucks as it only has like 35% slow for less than 2 seconds. Maxing Q then E provides you with damage and overall stronger landing phase. Paired with Ignite and you can get some easy kills. W also isn't that good until later ranks of it, and also the slow from W isn't used as much until team fights which don't happen until later on. Your mastery set-up is a little weird. So I will give you a better one that a high elo ranked singed only player uses.

Search up: "Inverted Composer Singed Guide" into Google and click on "Top Secret Singed Revealed" or something along those likes. He has a great build, amazing masteries for Singed and he has some videos to show why he is one of the best Singed players ever! Definitely read his guide for sure!
