I find Frozen Heart as pretty useless on Singed. The only good thing about it really is the defense. Singed doesn't need cooldown reduction or the extra mana. I see where you are going with the Archangel staff and its passive but 3% of 500 is only 15 so it doesn't really do much for AP.

you really can't afford to lose ghost, but if you find ignite to be more effective by all means...i think i need to try it

Not Ignite? Makes you poison way more effective, due to its ability in damaging heals and regeneration :)
