This build is designed to exploit the current Sivir Q and other stuff about her.
So first start with a Faerie Charm, 3 mana pots, 2 hp pots, and a sight ward. This will keep you in your lane (hopefully solo) for long enough to upgrade the charm into a Philosopher's Stone. After the Stone you want to get boots of speed hopefully at the same time. After that, you want to lane until a BF Sword. After the BF sword, go get blue buff (BLUE BUFF IS IMPORTANT) because it will let you spam your Q. Eventually you'll push the tower, take it, and be able to buy the Boots of Swiftness and even a Bloodthirster. Mercury's Treads aren't particularly good on Sivir because she should be VERY far away from the teamfight, just spamming Q to deal tons of damage, and you can Spell Shield most of the CC anyways.
After you finish the bloodthirster, the game will start to go downhill for the other team. You will farm entire waves of minions with like 2 hits and a Q, and your Q will deal 400 odd damage each time it touches an enemy. Build another bloodthirster to make it stupid ridiculous, then get a Zeal for movement speed. Build a Phantom Dancer as well and with your R you'll be very, very fast and attack very, very fast. Now you are a true AP carry.
Make sure to have Blue Buff and Red Buff as much as possible: Red procs with every single hit from Ricochet (AOE STUN!!!) and Blue lets you ricochet and Q without any cost at all. Boomerang Blade is the focus of the build, and since we have tons of attack damage (I routinely end up at around 300 AD with ~1.5 attack speed without ulti) we can also kill towers really well. In a teamfight, if you have red/blue buff, turn on ricochet and forget about it. Stay in back like you're Ashe, and spam your Q up and down the line. When it comes time to chase, turn on your ultimate and hunt them down! Your whole team will be fast, you'll be faster, and you'll have slows.
Other notable mentions for items for this build include: turning in your Boots of Swiftness for Sorcs Boots if you have Phantom Dancer. This helps your Q, as does Void Staff. Q deals magic damage, so if you see a lot of Force of Nature or Banshee's, you'll want a Void Staff. Haunting Guise isn't great, but Rylai's is good because it gives you a little better staying power and gives your Q slow... I find it's less pro than just getting red buff; however. Wit's End is also nice because of the true damage aspect as well as draining mana from their whole team, but obviously if their teamcomp is like Mundo/Garen/Shen/Kennen/Akali Wits End will be five kinds of useless to you. Frozen Mallet is also a good idea, as is Phage if you're poor. Each toss of a ricochet will average to 1 slow with Phage, and 5 slows with Mallet.
As for spells, Ghost is almost useless late game because of how fast you'll be running ANYWAYS. With diminishing returns, your speed will be like 490 when ghosting rather than 474 with ult? I'd rather use my ult, thanks. Cleanse is always stupidly good, Clarevoyance is also good, and even Clarity can see some use early game to keep your Q spam going.
As for laning, I can't stress this enough: RICOCHET IS USELESS DURING THIS STAGE. Why would you want to spend 6 mana/shot to lower your chances of last-hitting just for some harass? Use your Boomerang Blade, spend 120 mana once, last hit like 5 minions at once, AND get like 300 damage on your opponent. Ricochet is really only good as a delivery mechanism for lifesteal and/or red buff (or Frozen Mallet).
