1. Meki Pendant is a pretty iffy starting item, try Doran's ring for the extra health+AP+Mana regen. I saw another Sivir try it on me and she spammed Richocett so much early game.
2. Try MP5/lvl seals, I use them on Sivir and they are simply amazing.
3. I don't agree with taking Clarity, having a consistent regeneration of mana is better then sudden bursts of mana.
4. I think Ninja Tabi is the still the best boots to get on Sivir, timing of Spell Shield will save you from tricky CCs. Also getting Banshee's Veil is a great item on Sivir, allowing her to kite so many enemies.
