This is the way I play Sivir. Yes, it's not conventional at all, but I'll explain the reasoning behind the build.
Now why do I get tiamat if Sivir already has her Ricochet move?
1. Ricochet is mana expensive. Even with chalice of harmony, I simply cannot leave Ricochet on for extended periods of time (with the occasionally boomerang blade) before my mana drains completely.
2. Farming and pushing. This build is very expensive. Therefore you need money and lots of it. Also, it's hilarious to wipe out entire mobs in a matter of seconds and force the enemy to retreat in early and mid game.
Now, you may ask why Warmog's on a support DPS character?
Simple, she is squishy and she has very little range. When a team fight breaks out, teams will usually choose the closest non-tank target and inevitably it will probably be you as you are far squishier than most heroes. Warmog's adds survivability... but wait don't you need damage?
Phage, then Atma's
With Tiamat, you will farm like a madman and therefore gain lots of health with Warmog's. As Sivir does not have hard CC, she at least needs phage to slow opponents down occasionally. Once phage is done, get Atma's and you will have RIDICULOUS amounts of damage. This combined with ricochet and tiamat's can simply mow down many a team.
Much needed attack speed. Increased... everything. Need I say more?
Push, farm, push, farm. Your job is to prevent mobs from pushing your lanes, and to push enemy lanes when given a reasonable opportunity. After your warmog's is complete, you may now start using misdirection and harassing tactics. Always, always, always have ghost, cleanse, and enough mana for your ultimate up. Push a lane by yourself as far as you can go. If you see one enemy champ, RUN AWAY. Pop ult if they're getting close or stunning you. If that doesn't work, pop Ghost. And finally if you're getting CC-ed like heck, pop cleanse. Run back the opposite way your mobs are moving and they will not be able to catch up with you. If they DO catch up with you, your allies probably notice this and will intercept the enemy and tank them out as they're distracted.
You should always use your ultimate in team fights. Even if you're not sure if you can take a tower down, that's fine. Just ult when there's a Mexican stand-off and you'll be surprised what happens. Also, ult to save allies that are low hp, or better yet ult to catch up to and finish low hp enemies.
You will NOT get many kills, unless you shot your boomerang awesomely well in clutch situations. This is why you farm, and why you push. Having 3.5k + hp at end game lets you sit back and laugh at enemies as they feebly attempt to destroy you. You can tank towers. In fact, you can just tank. Enemies will be fooled into thinking they can burn you down quickly, but alas this is for naught.
