Skarner is probably the best all around jungler in the game. He is good at ganking, clears jungle very fast, and scales great into late game. His suppress is amazing to initiate and he can be nearly impossible to kill while providing a steady wave of dps.

Needed on all junglers. It makes baron and dragon very hard to steal. You can't jungle skarner without it.
Considered the best summoner spell in game. It allows you to gank better, engage team fights easier, and escape all in one.
other "viable" spells
This can be used and I see some skarner builds use this. It just isn't as effective though. With your masteries and w your movement speed will be fine. You even have Shurelya's to help if you need it. With this it's overkill and not as effective as other spellsSlows, reduces dmg, great right? Exhaust is a decent summoner spell to grab on Skarner. It allows you to get in range for your q to start slowing. You should be able to slow with your q though, and q is an aoe slow. Only grab if you have NO exhausts on your team to shut down an ad carry.
Attack speed, more ability power, great right? Surge goes well with Skarner's passive and the AP scales all his spells. But really, it's a joke to grab on Skarner. It just isn't the best spell and people will laugh at you if you pick it. Exhaust and Flash are much better for Skarner
These masteries I find are the best for Skarner. You can clear the jungle with safety and the speed to gank effectively. You will be able to catch every champ without boots (and most with) on these masteries. I'm not going to go in-depth much about it, but great mastery setup for Skarner.
Skarner's skill sequence is pretty self explanatory. I know some people don't get Skarner's E at lvl 4 and wait until 13 to get it. It's just good to have. It does decent dmg, heal on hit, and allows you to clear faster. The tiny bonus movement and attack speed from W isn't enough to make it better. As I said, Skarner skill sequence is self explnatory.
