With this build, it is absolutely necessary for you to be a solo. Solo mid is preferred, but any lane will do since we will be using AP/Level runes. As with any character, you should be absolutely obsessed with farming when taking mid or any solo lane. I will try to have key points at the beginning for those who don't like reading, and explanations for those who do.

With this rune set up, soloing is a must to get those AP/Level runes to be worth it for as long as possible
You are a glass cannon. This mastery page is set up for maximum damage so you can take down your enemies and get out. Your sustain will be low, but this shouldn't be a problem with Teleport. Focus on the right side of the Offensive Tree, and take Expanded Mind , and Swiftness in the Utility tree. Take whatever else you like, though I suggest the tree above.

You can take a variety of skills, my two favorite are flash and teleport. Teleport permits you minimum downtime in lane, as well as helping defend other lanes. Flash is great for initiations and running away. Because you have your rush which should be able to get you in and out of most situations, flash isn't absolutely necessary, but it works wonders when combo'd with your ultimate, then chained with the rest of your spells. Ignite is also another great spell which will net you kills throughout the game, though it is not a favorite of mine. Surge is also a new contender, though I am not a fan of it.
Order to max non-ultimate skills:
surge(W) > rush(E) > shuriken(Q)
The reason i max out shuriken last is for several reasons; one, you should be all about farming. two, you should be focused on taking out multiple enemies. third, if you get paired with someone who knows how to play against Kennen, you will be hard pressed to get off very many shurikens in lane. Its a fairly easy skill to counter by standing behind minions and simply by dodging. Because of all the ap that we will get in both our rune set and masteries, shuriken will still do a respectable amount of damage at level 1. In team fights, shuriken should be saved for taking out runners and scoring last second stuns as surge and rush will give much better damage because they can target multiple enemies.
Rylai's Crystal Scepter
Because we are going to be focusing on farming, we should be hitting our items very early in game. Usually I grab an Amplifying Tome and Health Potion to start off the game, then get Sorcerer's Boots on the first trip back. Rylai's should be our first major item, but it isn't absolutely necessary. The slow isn't that great since most of kennen's spells are multi-target, but the HP and AP gains are good. The HP it gives will make sure kennen survives long enough into fights to finish combos and get kills. Zhonya's is an ABSOLUTE MUST. Since kennen is energy based, there is a certain amount of time between combos where you won't be doing much damage, and this is his most vulnerable point. Zhonya's here, and you will be ready for another devastating combo which most champions wont be able to survive.
Will of the Ancients
Rabadon's is obvious as it will build on your already massive AP base so you burst harder. From here it gets hazy; most games played you probably wont get past your Rabadon's (from personal experience). They will inevitably begin stacking MR (unless they are brain damaged) to which you will respond with a void staff or abyssal scepter (which depends on whether or not you need the MR to survive). Will of the Ancients is also a great item if you find your sustain being a problem. Hextech Gunblade is also another decent choice, though there isn't a whole lot of justification there over the WotA except for the slow which you should already have enough from Rylai's. Gunblade should be last on your list though I leave it here for people who are comfortable with it in Kennen's artillery. Lich Bane is another favorite of mine, especially since with Kennen you should be auto-attacking as much as possible between casts to get up surge's passive. The bonus movespeed and MR are also great stats on Kennen. Mejai's is another very situational choice. You would definitely not get this item before Zhonya's, and arguably WotA to prevent as many deaths as possible. You should also be fairly confident in your ability to snowball in the particular game to be packing a Mejai's, as people will tend to focus you more now.
I have mentioned the key points of Kennen's gameplay in the previous section, but here is a review:

Farming will eventually be ridiculously easy with a rush-surge combo mid to late game, but you have to focus early game to get to this point. Throwing out shurikens to harass your opponent in lane is a good idea if they are either harassing you or out farming you. Otherwise, using shurikens to farm is a good idea. Watch for your opponents missteps! If they position themselves too close, a good combo can clear their health bar. Usually avoid trying to get kills before level 3, as you need all of your abilities to proc Kennen's passive efficiently. Watch out for ganks! If played well enough, you can often turn a gank around, and net yourself a kill. Chasing kennen is a poor idea in most instances since you can shuriken-surge early game, and either rush away or into the opponent. With your ultimate ready you can tear through 2 opponents by yourself fairly easily.
Shuriken > Rush > Maelstrom > Surge > Shuriken
An important aspect to Kennen's gameplay is to combo your abilities to not only burst extremely hard, but to also net yourself a small stun thanks to your passive. Without your ultimate, you will either open or close with a shuriken depending on the situation. Rush in, then surge for the stun. The timing of the rush is not an easy thing to quantify as it depends on a great many factors. You have to watch the opponents positioning, and their movespeed is important as well. Throwing in your ultimate is greatly dependent on your positioning, as you want as many of the opposing team in your aoe as possible. Shuriken in team fights if only ABSOLUTELY necessary as you want to save your energy for multiple target spells.
BlinkBlink > Maelstrom > Rush > Surge > [ Zhonya's]
This is a GREAT combo to use when ganking or initiating a fight. Once your comfortable with Kennen, it will only take a few seconds to execute this combo. You can safely Zhonya's directly afterwards if your team is a little slow on the jump or you are taking too much damage. Usually after Zhonya you will be ready for the first combo to clean up what is left of the other team.
Join in on as many team fights as you can! I cannot stress this enough. Kennen's abilities are great for team fights even with his ultimate on cooldown.
