My view.
Personally I prefer the AP tanky build, but as I was feed as my opponent or less feed than him, if I'm more feed I take the AP build who can burst him and I just have to run back with my ultimate.
If I prefer AP tanky build it's because I get lot of life and then they can't burst me enough before I run with my ultimate than I don't die and I get a good damage on my spells anyway, I'm Ahri.

Why this stuff ? ( Tests )
I think AP tanky build is really the best on Ahri. If you was feed before 20 minutes take AP build, you can finish rapidly the game and don't care about enemy cause you get too much burst for them. If an enemy is feed like you take AP tanky build than you can kill him if it's not your counter ( Like Ryze; Lee sin; Kassadin ). If your enemy is more feed tha you or as feed as you was AP tanky build is beter too, I think it's the beter build but i will explain WHY.
Stats on level 18 with AP build : 498 Ability Power; 2320 Health; 1130 Mana; 87 Magic Resist.
Now with AP tanky build : 488 Ability Power; 2770 Health; 1655 Mana; 30 Magic Resist.

So I think my AP tanky build is BETER than AP build in all points ! ( 50 Magic Resist less and haven't the abyssal buff ).

Why the "Ahri best build" ?
I think this build is the beter for 3 reasons :
3035 Mana = Can allways cast spells;
2770 Health = Tanky;
446 AP = Lot of damage.
