1. She might get some of her kills through KSing but then again, who doesn't? It is just like Heimer's rockets in the way that it works and it is great for fighting later on. I have used it to knock out at least 1/3 of squishies health and it still lets me heal a great amount. It is just enough damage to make you viable for dps and not straight up support like Soraka is. When you have a full on support on your team then you miss out on quite a bit of DPS but if you do this build then you will be able to both support and do some good damage.
2. I chose clarity, not only for me early on, but for those people later that need it. While this is more of an AP damage build than a support build, she is a support character and you cannot ignore that completely. If you feel that there is a better combo of summoner abilities that you can use then please let me know but so far, being able to bring all of my allies up to close to full mana in the middle of a fight can really turn the tables.
3. If you play her like the ranged dps/support that she is then the only time you would need to use an escape would be during a gank in which you most likely won't live from anyways. She does have a speed increase that can help her as much as she needs. When I play her I am always in the back and letting the tanks and the melee dps fight first while I sit back and heal/dps from behind.
4. I prefer the more AP for the runes because runes don't make a massive difference in any of the stats like that, at least they don't seem to to me. I feel that a little more healing and damage is more important that another 80 or 100 health. It might help you survive one more hit but you have a heal for that.

I wont downvote this, but i cant up vote either.EDIT: Another note, as i just tried this build without success; If you are going the "nuke" route and DONT tell your team they are expecting more from you than to KS them (which is really how she gets kills, she STILL isnt dealing that much damage off Hymn or power chord.)
Long story short ; Some champs are the center stage, they get the kills frequently. Trying to shoehorn a champ into their roles doesnt make you pro. Sometimes just a good support can make the game, not everyone needs to be all-star killers.
