About wards and HP Potions...I always start like that...it keeps me in the front for a long time and that's important at the beginning. But I accept that with soraka, that may not aply so well.
About Locket of the Iron Solari, I have in my build:
1 Boots Item (Ionian Boots of Lucidity)
1 AP Item (Rabadon's Deathcap)
1 Mana and Cooldown reduction, wich also gives armor and AttSpd reduced (Fantastic Item!) (Frozen Heart)
1 Item to AD Support (Zeke's Herald) and 1 AP Support (Will of the Ancients)
And finally I wanted a defensive item, that's why I've chosen Locket of the Iron Solari, because of it's active.

Taking a quick look at your item build, I could see parts of it playing really well, but other times, things would not work well.
For one, I would not get Locket of the Iron Solari on a support Soraka.
Also, I believe it'd be better if you got an early GP10 item, and start with something other than just sight wards. Perhaps getting a Faerie Charm and a HP Potion to start, and building that into a Philosopher's stone and get sight wards after you recall the first time.
Also, a 9/10/11 mastery tree seems a bit odd to me, and I think Soraka would benefit more from a 9/0/21, or maybe even a 0/9/21.
I'm going to give it no rating for the time being, and I might test this build out on a game tommorow. However, pm me after you finish more, and I'll gladly +1 the guide if I feel it deserves it.
