Introduction
Well Well Well, I started playing Soraka two weeks ago and I'm winning every game with this build, people rarely die because it's focussed on the CDr/MReg without forgetting health (because of course you will be the main target of the enemy party) and the movement speed to escape from ganks and a faster run to go healing your team mates! So you could be considered immortal :)
Story

Soraka, the Starchild of Ionia, was the first of her kind. While there are many who tap into the rich magical energies of Valoran, she was the first to tap into the magic of the cosmos itself - the celestial sea in which it is theorized that Runeterra swims among other like bodies. While Runeterran magicians are limited by the finite (though tremendous) powers of runes, there have always been those who have searched to go further. Reaching beyond the terrestrial firmament of Runeterra, Soraka was capable of invoking the power of the stars, evolving beyond her kin. This power has changed her in fantastical ways - it is for this reason that she became known as the Starchild.
Though Soraka was once trans-human, Soraka has fallen since she let the most primal of emotions rule her. Warwick, a mercenary chemist in the service of Noxus, had caused untold suffering and death among Soraka's people. An alchemical genius who took no responsibility for the atrocities he'd caused, Warwick became known as ''the Deathmaker'' by the Ionian people. As Noxian murder and terror pushed ever-forward across her land, unstoppable anger and hatred welled within Soraka. She called down the power of the heavens to curse and forever change the Deathmaker, and she mutated the man into a werewolf - a wild, murderous beast. For this misstep, Soraka lost much of her power, sacrificing her trans-human ascension and sliding several steps down the evolutionary ladder in an instant. Though she is still a champion of the Ionian people, Soraka has joined the League of Legends in hopes of reversing her curse and redeeming herself in the eyes of the stars.
Though having fallen from grace, Soraka is nonetheless determined to once again be one with the stars.
How to use Soraka
Soraka is really bothering for the enemy team because she silences, heals, magic resist reduced, and often people, only do one of these 3 things: healing
When you and your teammate/team engage a fight what should you do?
1. Have your heal out of Cooldown
2. Starting chain silencing the more bothering enemy as a mage
3. Healing when needed
4. Spamming Starfall
5. Use Wish when a teammate is at 30% life
This way the enemy team cannot play and you easy win
Early Game (1-8)
Start with
you are a support and as supporter you buff yourself to buff others. (Anyway Soraka needs MRgen at early game)
You should return back when you can buy
to start increasing your resistance to ganks and lowering CDs if you can also buy
would be really really better. You will spend 1150g.
Mid Game (9-14)
In this phase of the game you should kill you first turret so you can go helping middle leaving your teammate alone defending if the enemies are still trying to push, so he can also level faster (really important for a DPS) anyway if he has any problem you can always return back helping because you run fast with
also preventing ganks using Clairvoyance! When level 12-13 there will be enough money to buy
, usually i buy boots and armor together spending 1550g.
Late Game (15-18)
And now, when the fight becomes hard we needs to heal more = LESS CDr!

. Usually i don't arrive taking more than 4 items because we win faster, and also because supporters don't take a lot of money but a lot of assists.
Clairvoyance how to spot your enemy
This ability can be decisive in a game and i recommend that at least one summoner have it to check if a jungler is coming to gank you or something else.

In the early game when you are in the bottom/top lane use it to spot who is inside the weed then, help your team when someone say SS using it near the mid lane, or to see if there's an incoming gank near your lane. Also useful to use behind the turret to look if enemy are coming or near the forest, so you can decide to continue pushing or return back.
