Not Updated For Current Season
The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
First of all, don't bash it until you try it. Secondly, if you think it doesn't work talk to me first instead of just downvoting. You may have better ideas. This champ is already a difficult-to-play champ as it is; supporting as him should make him even more challenging champ. If you just like easy right-click champs, then don't even bother player Viktor in the first place (support or not). I'm not here to make the best guide in the world (although that'd be nice). I'm not trying to change the current meta (although that'd be cool). I'm just sparking ideas for other players and giving new things to try; there are far better players out there than me so constructive criticism is happily welcome. Trolls are not... unless you are funny... but still. Either way, you don't have to follow a guide if you don't want to; if you absolutely hate it, simply look somewhere else.
Also, sidenote: this hasn't been tested in ranked and I'm not quite confident yet in its ranked capabilities. But it is very possible that it will work.
Pros / Cons
AOE Slow + Stun
AOE Silence + DPS
Great early game Harass
Augment makes cc initiation or team fights easier
Start off with a Hexcore giving you AP per level
Item build doesn't need much money until late game
Start Support and turns deadly at end game
Not as good as other supports
Relies on Summoner Spell: Heal for healing
Squishy at start
Has one less item slot
Skills shot based therefore requires skill
Requires a smart AD carry that doesn't overextend.
For your Item sequence, Support Viktor is tricky. Mainly because he doesn't have very support-like abilities besides his W - Gravity Field (which is really just a form of safety via cc). His Q - Power Transfer shields only himself and his E - Death Ray simply deals damage. Well for support, you will be focusing on your W and Q (in that order). Viktor will be more harass than protect but still has his W, Heal, and CV for support and protection. You won't be getting any farm (like a normal support) unless the AD Carry bot you are laning with isn't there for what ever reason. As soon as the AD Carry is around, you must immediately cease farming.
Another tricky part to Support Viktor is the fact that he has one less slot space for normal items. But the plus side: he gets more harass. Always get the Augment: Gravity for Viktor. Having that range for gravity field will save lives and set up great ganks. "But you said he is support?" Yes but if you're team can save spells for if they run away then all the better. If they use their spells to initiate, save it instead for the runners, or if they're all grouped up. Always silence the carry. All you do is harass and cc, so utilize it (and pop your Heal when necessary).
Unfortunately, Mobafire hasn't quite finished updating some of the items so the augments aren't shown in the item sequence. Banshee's Veil and Rabadon's Deathcap are LATE GAME ITEMS ONLY. Before getting these, upgrade your Hexcore to Augment: Gravity (should come after your Shurelya's Reverie). I've placed Sage's Ring to signify this. Don't sell your Kage's Lucky Pick until at least 15 minutes after you originally bought it and don't do it unless you need that money to finish an item and simultaneously free space for more wards (such as for Banshee's Veil).
You are Support Viktor. Your farmed creep score by the end of the game should be no more than the number of words in this section unless it is a very long game (and even then don't really break one hundred...). You're Runes, Masteries, and early game Gold per 5 items will help significantly.
