I like ignite against most lane enemies for the small extra dmg and the heal debuff. Against enemies like mordekaiser, lanewick and irelia this is the difference between a kill and a death. But overall I think for talon exhaust and ignite are about even. I probably use ignite mostly against selfheal solotops and exhaust against others.
