Okay how I play Talon is hurry and go for the early damage that's why i get the blade and brutalizer. Then I get boots for the extra speed. My next item will be BF sword this is important where you start getting more kills. And finally Blood. I just like this so i can survive on a 1v1 and team fights. Now depending on what happens get either a frozen heart for the extra cd with helps so much and you survive longer. Or if your owning go for infy edge.

Also use w.e summoner spells you like must have flash for when your piled though.

Pros:
Great burst damage and low cd
Fun character if you like assassins and more
Low Cooldown ult that can get you kills and get you out of trouble.
As pretty cool CC that get your kills before they can fight back.
Fun and easy to use!!!

Cons:
If on cd then you dont do much damage which is why you need 40%
Must learn when to get into fights
Have to play safe and have map awareness so you don't jump into a gank.
If on cooldowns you have little escapability
CC can own you
If in a lane with ranged heroes, you can have a very hard time farming.
Even if your ult stealth you, you can't juke enemy to get away because when you destealth your ult blades will give your position away
