Start-Finish

Hurro, this is just sort of an idea I have thought of, TANK SIVIR! Anyway the reason this might be possible is because while moving you get almost 50% dodge, which is beastly, as well as 2 spell shields which makes up for the lack of MR in this build.
ITEMS
CLOTH ARMOR - Start cloth armor and pots for strong laning early game.
NINJA TABI - Move into Ninja Tabi for lots of dodge, you can easily destroy any carry early game as they will miss, and you will not.
CATALYST - This will give you some strong early game power and some more staying power, as well as build into an important item.
AEGIS OF THE LEGION - It is sort of a core item, for the very cheap price it gives a lot and helps out early game.
BANSHEES VEIL - This is sort of your bread and butter, aside from your dodge, this will surely negate any enemy casters.
MALLET OR SCEPTER - Mallet is an alternative for CC that is better for chasing single targets, it also provides more health than the scepter. The scepter is better for aoe damage, and actually provides MORE damage on your Q, take this if you are feeling it.
RANDUIN's - This again, provides nice tank CC, run in slow them and continue kiting for that dodge(combines well with Reverie.
REVERIE - This provides a nice movement speed increase to run around with, as well as some MP5 and CC reduction for more spell shields.

SKILLS Review the skill order, I am not typing out what there is already a picture of, however I will explain it. First grab that Q for some early game harassing, then pick up spell shield for tanky-ness. Take Ricochet just for farming and then go back to alternating Q-E until both are maxed, making sure to max E first. Also max Ult for obvious reason. Your ult will help you kite more and help you win over some team fights.

SUMMONER SPELLS Last but not least we have summoner spells, take cleanse, again for some tanky-ness and maybe even 3 spell shields? also take flash, as you don't really need to engage, this is just for dodging ****, yeah that's right, more dodge.

TRY IT ON BOTS FIRST! This can prove to be a really really fun build, please though don't ruin someones game trying it make sure you know what you are doing first, G'day sirs.
