In a Nut Shell
Straight start of the game take top lane with another ally. Once there, well, all early game (until level 6 when you get your ult) your aim is to survive and kill as many minions possible. Sure, you may help your ally to kill enemies with your fracture ocasionally, but never go in and start dishing damage as a tank (early game you aren't). When you go out to battle, start off with saffire pendant and just hold and dont waste your mana, if minions aren't coming or you're low on level and money, go jungle a while. YOUR GOAL IS TO HAVE SHEEN, 1 ARMOR and the SWIFT BOOTS BY LEVEL 6. THIS IS CRUCIAL. if you get all this by level 6, you wi'll become a pain in the *** to the other team. YOUR SPECIALTY: ANNOY AND SNARE, IF AN ENEMY IS GETTING BOLD AND GETTING CLOSE TO YOU AND YOUR ALLY. USE YOUR ARMOR, SNARE HIM WITH YOUR ULT AND DRAG HIM BACK TO YOUR ALLY OR TURRET, USE CONSTANTLY YOUR Q TO SLOW AND AVOID ESCAPE. You keep this up all game and gather these items and you'll be one hated guy all game.I score assists average of 23 per game.
Skar may be a jungler, but he has a high base HP and an awesome and buffed base attack. So, your attack base will keep you protected for quite a while in the game before you get madred razors. What skar only needs is armor and mana. Mana will allow you to be spamming that q and armor of yours constantly and still have mana to get your ult in those gank fights where the enemy who has annoyed your team in the game is trying to escape. Down the line, the job of these items is to make skar hard to kill, hard to catch and even harder to escape. KEYLINES ARE: ARMOR, MANA AND HP. Early game you get SHEEN and its additional magic damage bonus can keep you in edge for all the game until mid game when you start buffing for madred. The boots are a pre midgame MUST since with that 410 speedbase, i dare any enemy to run you out or that you can't catch, especially when you use your armor.
You aren't a beefy tank who can lead the charge, but your are a high HP bugger who can lure or bait an enemy carry, or simply ult him and drag him to the team. The thing with skar is that you won't aim for kills more than assists. Your job is make the enemy team die, not kill them all. So, stick to 2 carries or any 2 teammates and be sure they're ready for a gank since when you start your harassment, they must quickly eliminate that enemy before the rest of the team ganks on you 3, or he flashes away (though your Q's slow may dificult this more for the escape part).
FRACTURE: useful early game, useless late mid and late game. It doesn't do enough damage nor does it slow, stun, etc. Early game it's good to farm and heal though
CRYSTAL ARMOR: MANDATORY. let's you run away from death, withstand a good degree of damage, allows the ability of charge in, snare an enemy, drag/run him back to the team, destroy him.
CRYSTAL SLASH: after your ULT, THIS IS THE SKILL YOUR ENEMIES WILL HATE. Not only does it do damage at a fast and high rate (especially when you get madred), but it slows. i mean IT SLOWS, and with you spamming that slow frequently and with your armor additional speed + flash= NO CHANCE IN HELL OF RUNNING AWAY (unless they are too near to a turret, and that turret is in full health).
