Introduction

This is my first build, and I enjoy building Jarvan this way as it gives you survivability and massive damage. Jarvan is very good 1v1ing most champs and is a great support for the team.

Runes

Yeah, get some armor pen, it helps a lot. The dodge seals can save your life, and who doesn't like CDR glyph's?

Masteries

I personally go 21/9/0 since I like my giant spear to hurt, a lot. It is also good to go into defense, since you will be in the middle of most of every team fight.

Items

I hear many Jarvan's say wriggles is a waste, it isn't. The armor's a nice add on while you get some AD and life steal. Unless the other team doesn't have a shred of Crowd Control, get mercury treads, else get some Berserker Greaves or whatever suits you.

Skill Sequence

Dragon strike does a lot of damage, and it's easy to harass with it, abuse it. It costs little mana and when you feel you've hooked a kill use it with Demacian Standard to close that gap between you and the opposing champ.

Summoner Spells

Exhaust is your friend, you will love exhaust, it will save you and net you kills throughout most of the game. Use it on the enemy carry to dramatically reduce his damage output.

Ghost is something I commonly take with me, good for chasing and running.

Flash is just funny, flashing in and using your ultimate can guarantee you a kill if you know who to target...otherwise it's not very useful since your Demacian standard and Dragon strike acts like a longer ranged flash.

Cleanse can save you in teamfights, and is not used very commonly but can be incredibly useful.

Ignite is not something I take with Jarvan, you could but I'd rather wait 3 seconds to poke him again with dragon strike.

Smite, if you jungle.

Anything else...why?

Farming

Your passive and dragon strike will allow you to farm entire creep waves, abuse it. Remember early game to try not to push to their tower, and use your skills only when you need it.

Team Work

Yeah, don't ultimate some guy that's clearly going to die already from your team. In team fights you. will. wreck. their caster if you hit him/her with your ult. Be wary if they have flash...

Jarvan's Ultimate is useful for trapping people in something like Malzahar's null zone or Fiddlesticks ultimate. Save it until you know you and your team can net a kill.

Make use of your passive, hit every one on the team but the tank if you can.

Summary

I've yet to go negative with this build. Jarvan can change up his items such as a frozen mallet and a FON as your last item if a caster is wrecking your team.

As my first build I don't expect much, but I'd appreciate comments and votes to how well this is!
