This Teemo guide is for the early game support / late game carry. It's for a more skilled player with patience.
Masteries / Runes
Masteries focus on the offensive tree, with AD, attack speed, and crit as the focus.
I use a very defensive rune set for this build.
MR and Armor, with attack speed for the marks seals and glyphs. Quints are movement speed and health.
Because you are not build AP, your skills should be in priority of Blinding Dart, Move Quick, then Toxic Shot (always level your Ult when possible). Blinding dart will help when they are trying to gank you, as well as the movement speed.
Exhaust definitely. Early game you will use this to escape ganks. Late game it will be used offensively to keep people from running.
The second is up to you. I recommend Flash, again for defensive reasons. But if you prefer teleport to get back out to the lane quick, that would be fine too.
Early game is TOTALLY focused on gold. Get philosophers stone ASAP for the +gold. Don't forget the +gold mastery point. Play defensively. It's important to be in the lane as much as possible to last hit creeps and gain XP. Don't try to push too far. Don't try to gank people. Just play passively. GOLD AND XP!
Mid game you are going to be mainly support with your mushrooms. Keep mushrooms in all the popular gank spots, as well as Dragon and Baron. You always want to have a mushroom for a teammate to run to if they are about to get ganked. This is a very common strategy with Teemo. Only participate in group ganks. Again, you are still focused on GOLD/XP at this point. The earlier to get to 2+ attacks per second, the sooner you will be able to carry end game.
The "end game" begins for you after you've purchased the Sword of the Divine. Your attack speed should be more than 2+ per second. Hopefully you are around level 14-15, but the average player will be around level 16-17 at this point. You should be able to kill any champion in the game.
Melees like Xin or Yi... exhaust them, blinding dart so they miss a few attacks, attack as fast as possible. Flash away if needed, or kite them to a mushroom. Auto attack as much as possible.
Ranged like Ashe, Ez, Caitlyn... bust your Move Quick so they can't run from you. Then just Blinding Dart and auto attack them down. If they flash, hopefully you can follow them with your flash.
Tanks just stay max range... don't get stunned. Keep a mushroom near to kite them into. Blinding dart and auto attacks. Most unskilled tanks expect you to be AP, so they build too much MR and too little armor.
I find that letting teammates initiate is great. Come into a 3v3 fight late, and you'll almost definitely end up with all the kills. Once an enemy champion starts attacking your tankier teammates, it's difficult for them to switch to a full health Teemo.
Pros / Cons
--You are going to be a beast end game. Kills all day.
--A lot of games result in surrenders before you make it to end game.
