This is my Teemo build. It's obviously based on attack speed, and I've used it with fairly good results. I've found that playing Teemo is both fairly simple, but somewhat difficult at the same time. His big problem is survivability, in my experience.
For summoner spells, I like to run Exhaust and Ignite. Exhaust is good for escaping, and ignite can land you an extra kill or really just annoy an enemy champion. When you initiate combat, pop exhaust on your target, blind him, and ignite if you think they're going to get away.
As far as tactics go, it's really critical that you know how to pick your battles with Teemo. He's effective as an ambusher, but there's some champions that you simply can't take one on one unless they're just way under fed. Watch out for characters like Xin Zhao, Tryndamere, any hard hitting melee character or nuke caster. Everything else is fair game. Squishies like Lux go down in a heartbeat.
What separates a good Teemo from a great Teemo is mushroom placement. Always have mushrooms in the bushes in whichever lane you're starting in. Shroom the inner bush by the river, and drop one or two close by further towards mid. This is useful to see incoming ganks, and to damage the hapless wayward vagabond. If you're fighting mid, which I wouldn't do unless I absolutely had to, shroom the row of bushes on the sides of the very middle and the small paths adjacent.
Red buff is your friend. If you're having some trouble with survivability and lane staying power, sub any item for a Stark's Fervor or a Bloodthirster if you've got way too much cash. The extra attack damage will also help you a lot. Later in the game I actually usually replace the Malady with a BF sword item unless enemy tanks are giving you abnormal trouble.
