If you decide to start off with boots, probably 3 health pots would allow more lane presence, especially if you keep getting harassed. I'm in favor of starting with boots tho, probably because I just LOVE speed >.>. Anyways, Teemo is pretty hard to gank, especially when you have mushrooms in all those gank spots. It's also easier to avoid harassment with Teemo in boots, and lets you run up to the enemy fast enough to hit them one time with poison and run away. With doran's item, you probably have to play more defensively unless your opponent is friendly and you two are like a couple sharing minions.

Teemo and sorc boots dont really mix, you're not even dealing massive magic damage to make sorc boots effective so why bother? Otherwise, the build is nice, although I dont see how you're going to be doing much damage till zhonyas, and thats pretty late into game ...

I'd like to see more of a description to the build.
Also, your starting item are boots. You don't grab a Doran's item, and you have no health runes/quints, starting Teemo off with 4 bars of health. That makes him a easily gankable target, and it makes him weak in lanes. I'd gladly give up 1 Movement Speed, for more survivalbility. Until I see more of a description, +0
