Posting a build when you don't have sleep can screw with you alittle. I wasn't sure if it was 15 or 16, so I went with the safe bet. I'll fix this when I update tomorrow.
While the spell vamp isn't the strongest stat for Teemo, it does come as an added bonus on a very strong item, and it can help your durability alittle. It does proc with shrooms 100%, though getting shrooms to proc when you -Need- them to is always tricky, and while spellvamp doesn't proc from Toxic Shot (big shame) and has no relevance to move quick, it is just alittle more health to take a hit with. And of course, the sudden scroll of green numbers over your corpse because your shroom just killed a minion wave is always amusing enough to take alittle of the edge off your demise.

I level move quick over Blinding dart because the scaling damage from blinding dart to the long~ish (~9 seconds, down to 5 seconds with all the CDR at the end) CD makes it less effective overall at mid-game pokes. 1 level early gets you the 1.5 second blind and minor damage, but it doesn't scale well enough with this build's AP to be truly effective. As well, with move quick up you can easily get out of lane to drop shrooms at important points and get back in without missing out on as much farm.

Thanks for the tips. I personally find I never have short enough cooldowns, (5s on Blinding dart, 15 on Move Quick, and 23 on Noxious Trap at best) to be honest, but I'll include afew alternatives for other people.
The whole point isn't to be too reliant on one damage stat, though, and Blinding Dart and Noxious Trap are spammed as much for the utility uses as for the damage output.

I will give you a good rating to not be harsh but this is not that good.
Those CDR runes are quite expensive and with them you have much more CDR than you need, it's better to replace them with AP or magic penetration.
And Purchase order is too long, clean it a little bit.
