i play Teemo often Top, he is very nice and i hope my Guide help you to play Teemo.
Runes
Masteries
Skill Sequence
is very good in the first time and make nice damage also in the first time.
Move Quick[W]
is good to escape from Jungler and other Gankers.
Toxic Shoot [E]
is working like ignite and make nice damage al the time.
Noxious Trap [R]
is like a ward u must do it alround your lanw. Its help very good vs Jungler and other Ganker.
Summoner Spells
You have your Toxix Shoot, but Ignite i a must with Teemo.
Ghost
You have Move Quick, but Move Quick hold only one or two seconds.
Pros / Cons

Nice damage at the middle and the end of the game
Not useless vs Jungler
